The concern is that all are born with a sin nature passed down from Adam and Eve. Any sin will separate a person from God. Rom 5:12 Therefore, even as through one man sin entered into the world, and death by sin, and so death passed on all men inasmuch as all sinned: Jas 2:10 For whoever shall keep the whole Law and yet offend in one point, he is guilty of all.
Many children have not accepted Christ by faith before dying, therefore, there is concern as to whether or not they could enter Heaven. God provided for just such a circumstance.

Act 2:38 Then Peter said to them, Repent and be baptized, every one of you, in the name of Jesus Christ to remission of sins, and you shall receive the gift of the Holy Spirit.

Act 2:39 For the promise is to you and to your children, and to all those afar off, as many as the Lord our God shall call.

When a parent believes and is baptized, the curse of sin is broken for the children until they are self accountable as an adult.

1Co 7:13 And the woman who has a husband who does not believe, if he is pleased to dwell with her, do not let her leave him.

1Co 7:14 For the unbelieving husband is sanctified by the wife, and the unbelieving wife is sanctified by the husband; else your children would be unclean, but now they are holy.

Children are accountable to their parents and are under their authority. A believing parents faith can give children a grace period.

Rom 8:29 For whom He foreknew, He also predestinated to be conformed to the image of His Son, for Him to be the First-born among many brothers.

Rom 8:30 But whom He predestinated, these He also called; and whom He called, those He also justified. And whom He justified, these He also glorified.

Rom 8:31 What then shall we say to these things? If God is for us, who can be against us?

God knows us from the time of the womb. Those he predestined and calls are justified, glorified and will be saved. It happened to John the Baptist.
God also told Jeremiah that He had known him from the womb.

Jer 1:5 Before I formed you in the belly I knew you; and before you came forth out of the womb I consecrated you, and I ordained you a prophet to the nations.
